Here's the final items for those that want them.

Just extract the files into the data/AI directory, select "balloon_demo.xml" in FGRUN or the command line, you should then have 7 balloons drifting over TNCM, delete or overwrite the previous files if you have them.

The balloons can be moved to any location by altering the <latitude> and <longitude> co-ordinates in balloon_demo.xml.
Likewise the altitude can altered in the same file.

If you wish to have less balloons, just comment out or delete the <entry>***</entry> section in the "balloon_demo.xml" file, for the balloon/s you wish you wish to remove.

For those those who wish to do their own repaints I have included 2 templates for the textured balloons.

A word of warning though, If both the wind direction and speed read 0 they may cause nan errors. If this happens I find changing the weather settings will stop the errors.
